The 2009 Auditor General’s report has exposed unreconciled balance of K2.7 trillion on the appropriation account for both revenue and expenditure. The report has also highlighted excess expenditure of K87.2 billion for the 2009 financial year.
A further analysis of the accounts indicates surplus revenue of 618 billion Kwacha. On the collections by the Zambia Revenue Authority -ZRA- the report shows a staggering 344 point 9 billion Kwacha deficit on specific taxes against an overall surplus of K83.8 billion.
Other irregularities in the collection of revenue by all revenue collecting institutions involved unaccounted for revenues, misappropriations and delays in banking.
The report has further highlighted the non involvement of the Auditor General in the engagement of contracts for the supply of goods and services.
It has also raised concerns on inadequate controls, non segregation of duties in the use of systems, lack of security and disaster recovery plans.
