Works minister appoints councils as road authorities

Works and supply minister Kapembwa Simbao has appointed all 72 district councils in the country as road authorities with immediate effect. Simbao made the appointments on February 12, 2007. Road Development Agency (RDA) head of public relations Loyce Saili said the appointment of the road authorities was in accordance with the provision of the Public Roads Act No 12 of 2002 subsection 13(2) and 14(2), which empowers the Minister of Works and Supply to appoint Road Authorities.

The road authorities will be supervised by a section engineer from RDA. “Subject to the direction of the RDA, which has the overall mandate to plan, manage and coordinate all public roads in the country, the Road Authorities will be responsible for the construction, care and maintenance of public roads in their jurisdiction,” Saili said.

The relationship between RDA and Road Authorities is based on sub-section 4(2) of the Act which stipulates that the RDA shall advise road authorities regarding construction, rehabilitation and maintenance of roads in their jurisdiction; provide guidance and technical assistance to road authorities; receive and consider reports from road authorities; prepare and review terms of reference including budgets for road authorities; and review the status of road authorities from time to time.
