OVERALL FUNCTIONS

Land Acquisition, Valuation and Transfer

Land Acquisition involves the identification of land for gazetting for purposes of transferring it to state land in terms of section 16B (4) of the Constitution Amendment Act No. 17 of the 14 September 2005.

Core functions of the section are as follows:-

Undertake land acquisition and land transfer.

• Valuation and acquisition of farm equipment and material.

• Valuation of farms and determination of rentals in line improvements and hectarages of the plots for cost recovery measures.

• Review and develop a legal and regulatory framework for land acquisition in conjunction with the Ministry of Justice, Legal and Parliamentary Affairs.

• Participate in the development and implementation of Bilateral Investment Protection Agreement (BIPA) policy in conjunction with Ministry of Foreign Affairs.

• Compensation of fixed infrastructure to farmers whose land was acquired for resettlement purposes as well as resettled farmers affected by the implementation process.

• Processing of Certificates of No Present Interest.

• Resettlement, Estate Management, Planning and Demarcation

Resettlement:-

• Land Use Planning is the systematic assessment of land resources to select for best land use options on a sustainable, economic and social environment. Its purpose is to select and put into practice those land uses that will best meet the needs of the people while safe guarding resources for the future.

• Estate management is the administration, monitoring and evaluation of land parcels in Zimbabwe.

• Allocation of land to new beneficiaries in a gender sensitive manner.

• Suitability assessment for resettlement.

• Issuance of leases and collection of rentals for both state land and trading sites.

• Estate management and administration of land assets.

• Regular farm inspections for land use assessments of A2 farms.

• Issuance of leases for A2 farmers and permits for A1 farmers.

• Develop, review and monitor appropriate land tenure systems for agriculture and other uses and enforce the implementation thereof.

• Recoveries and redistribution of land from multiple farm owners, land not taken up, and underutilized.

• Monitor and evaluate the impact of land use policies on a regular basis.

• Recasting of resettlement models including the three-tier model.

• Introduction of corporate type model with local community participation in plantations, conservancies, safaries and forestry areas especially in Matabeleland North, Matabeleland South, Masvingo and Manicaland which are yet to be implemented.

• Decongestion and replanning of communal areas.

• Country wide review of plot sizes to ensure viability and compliance with policy guidelines.

• Land Information and Management Systems.

Specialised computerised system with a GIS capability that is used to maintain and manage land information for decision-making purposes. This is achieved by establishing an online land data bank at Head Office linked to the provinces which are already in the process. The data bank has spatial and non-spatial component

Establishment and maintenance of a functional land information and management system.

• Data collection (coordination).

• Data analysis and verification.

• Production of reports on real time including offer letters and leases.

• Human Resources

• Management of the establishment control and employee resources.

• Management of performance appraisal system.

• Management of issues pertaining to disciplinary cases and employee relations.

• Participation in policy formulations.

• Management of health and safety.

• Human Resources planning and development.

• Internal management and control.

Finance and Administration

The Finance and Administration Department exists solely for the management of public resources and provision of administrative support services. Its purpose is to manage and safeguard public funds and state property, in addition to management of financial and material resources and improving service delivery by staff. Core functions of the department are as follows:-

• Preparation of estimates of expenditure for operational and developmental activities.

• Budgetary management and control.

• Facilitating the flow of funds.

• Production of periodic financial reports and statutory returns.

• Management of the lands revolving funds.

• Responding to audit observations.

• Management of suspense accounts.

• Training of staff.

• Assets management.

• Procurement Management.

• Transport management.

• Records Management.

• Subcontracting.
