PRESIDENT Mwanawasa has dismissed Lands Deputy Minister Moses Muteteka. State House Chief Analyst for Press and Public Relations David Kombe announced last evening that Mr Muteteka had been dropped for his alleged corrupt role in land allocation while at the ministry of Lands.
“President Mwanawasa has with immediate effect relieved Deputy Minister of Lands Moses Muteteka of his duties. This is to allow the on-going investigations for his role in corrupt practices in the allocation of land,” Mr Kombe said in a statement. Mr Muteteka becomes the second government official to be dropped within this month after Reverend Gladys Nyirongo had her services terminated as Lands Minister.
Mr Muteteka is Chisamba Member of Parliament (MP) and served as senior private secretary at State House before the 2006 tripartite elections. His last appointment before elections was that of Deputy Permanent Secretary at Community Development and Social Services Ministry.
Recently, Lands permanent secretary, Mukuka Zimba, was suspended and commissioner of Lands, Frightone Sichone, was appointed to the position in an acting capacity. Mr Sichone was, however, suspended to pave way for investigations. Police sealed off the ministry’s offices at Mulungushi House to pave way for investigations.

Levy sacks Muteteka

PRESIDENT Mwanawasa has dismissed Deputy Minister of Lands, Moses Muteteka for alleged corrupt involvement in the allocation of land. Mr Muteteka’s dismissal comes barely a month after Minister of Lands, Gladys Nyirongo was dropped from her position. Mr Mwanawasa relieved Mr Muteteka of his duties yesterday evening.
Chief analyst for press and public relations at State House David Kombe said this in a statement. “President Levy Mwanawasa has with immediate effect relieved Mr Moses Muteteka, Deputy Minister of Lands of his duties. This follows allegation of corrupt practices in the allocation of land at the ministry,” Mr Kombe said.
Apart from dropping Reverend Nyirongo and Mr Muteteka as Minister of Lands and deputy respectively, President Mwanawasa also suspended Commissioner of Lands, Frighton Sichone. The suspension of Mr Sichone was to pave way for investigations by the Drug Enforcement Commission (DEC) into alleged corrupt practices bordering on money laundering. Rev Nyirongo is alleged to have given out land to herself, two plots to her husband, two other plots each to her son and her daughter.
The President also said Rev Nyirongo allegedly gave out 25,000 hectares in Mpika to a foreigner, contrary to his directive that any piece of land exceeding 1,000 hectares should not be given out without consulting him. Mr Mwanawasa had directed the Inspector-General of Police, Ephraim Mateyo to seal off the Ministry of Lands early this month so that security agencies could conduct their investigation into the alleged rampant corruption in the allocation of land.
The whole episode started with the suspension of Lands Permanent Secretary, Mukuka Zimba to pave way for administrative investigations. President Mwanawasa has since appointed Mr Bradford Machila, as Minister of Lands while Mr Benard Namachila is his permanent secretary.
