Former top cop drags Attorney General to court

FORMER Commissioner of Police Wynter Kabwiku has sued the Attorney General claiming three motor vehicles and other damages. According to a statement of claim filed in the Lusaka High Court criminal registry yesterday, Kabwiku stated that President Mwanawasa appointed him Commissioner of Police on June 19, 2002.

He stated that his appointment was later terminated in August 2003 and he handed over the office to another person. Kabwiku noted that in November the same year, he received a letter from the acting secretary to Cabinet finally notifying him of the termination of his appointment. He stated that as a Commissioner of Police, his conditions of service were clearly set out in the memo of appointment as read with the review of retirement package letter.

Kabwiku claimed that he was entitled to a payment of 80 per cent of his salary per month effective August 21, 2003 and K250,000 per month for telephone bills. He argued that he was also entitled to change ownership of two vehicles that included Toyota Landcruiser VX registration number ZP1537B and Toyota Corona saloon registration ZP 414B.

He stated that he was further entitled to buy his personal to holder vehicle registration ZP 143. Kabwiku noted that the vehicles were in his custody and possession. He stated that he had made several requests to be paid the required salary and money for phone bills but that the police service had neglected to do so. He is also claiming damages for mental distress and inconvenience.
