PF vice-president Dr Guy Scott has charged that former president Frederick Chiluba was a damn disgraced person who even failed to bring meaningful development in Luapula Province during his tenure in office. In an interview in Mansa on Sunday, Dr Scott said it was wrong for President Banda to praise Chiluba; that he was a damn good leader.
"We stopped at Chiluba's village in Musangu, people there are not happy with him, there is no development, the only thing we saw is a FTJ Chiluba Basic School," he said.
President Banda said Chiluba was a damn good president and that even if he were convicted of corruption by the courts, that could not take away that fact.
And Dr Scott said President Banda should stop condemning the PF -UPND pact because he was also a product of a pact.
"He was in retirement, now he is President, he owes that fact to Mwanawasa ... he is today saying that Chiluba was damn fine President even if he was convicted ... he has abandoned Levy's legacy whom he made a pact with. President Banda has now disowned Mwanawasa," he said.
He said people of Luapula Province where there is no UPND had welcomed the pact because of the sufferings they were going through.
"People of Luapula Province where there is no UPND have welcomed the pact because they know that the sufferings of the Tonga and Lunda people of Luapula are the same, if we break the pact we would be finished," he said.
Dr Scott commended former defence minister George Mpombo for refusing to go and campaign for the MMD in Chibombo ahead of the parliamentary by-elections.
"Mpombo is a strong man, he has decided to leave the MMD early. It is good for Mpombo to refuse to campaign with the MMD, why should he go and campaign against good people," he said.
Dr Scott had also toured Mansa market where he greeted people and bought some fish and kapenta.
And some marketeers told Dr Scott to go and tell other leaders of the PF-UPND not to break the pact but to ensure that it achieved its intended purpose to form government in 2011.
One of the marketeers Mwape Mulala said PF leader Micheal Sata and UPND leader Hakainde Hichilema should agree on who should be the president for the pact.
Mulala suggested that Hakainde should first allow Sata to rule and then later take over.
Scores of marketeers cheered Dr Scott who was touring the market accompanied by PF Luapula chairman Rasford Mwale and other PF officials in the area.
And Dr Scott expressed displeasure with the seven PF 'rebel' parliamentarians from Luapula Province for their failure to attend the Umutomboka traditional ceremony.
In an interview on Sunday, Dr Scott said by failure to attend the ceremony which was a non-political function, the seven parliamentarians had clearly shown that they were not concerned about their people.
He said PF would not adopt individuals who did not care about people to contest the 2011 elections on its ticket.
"We want a voice for Luapula Province, in the Kaunda days we had people like Alex (Shapi), who was a strong voice for the people of Luapula Province, now we have lost that voice," he said.
He said there was need to have members of parliament who could voice out for the majority if Luapula province was to attain its desired development.
Dr Scott disclosed that during his stay at Mwansabombwe where he had gone to attend the Umutomboko ceremony, he had chance to meet with some aspiring PF candidates for the 2011 elections.
"They are powerful guys, I was impressed by their calibre, we are also looking forward to capture Nchelenge Constituency which is held by nabaneka political party," he said.
"We were expecting these seven 'rebel'MPs to attend the Umutomboko, we were also expecting Dr Kaunda and Chiluba to be there, we only saw Vernon Mwaanga we don't know what he was doing, may be he came to look at the faces of electorates," he said.

It is indeed very wrong for the President to say Mr Chiluba was a good president regardless of what he did. How can a father steal from his children and it is deemed good?
What is equally worrying is this emphasis of the tribal places that Mr Sata and HH are from, will then the joining of UPND and PF mean that their people will benefit more than other Zambians? Isn't Zambia one nation? Is the Eastern Province benefiting more now that R Banda is the President? what about the other tribes?
