UPND Mapatizya member of parliament Ackson Sejani yesterday said President Rupiah Banda is a proxy of former president Frederick Chiluba and is under his full tutelage. In an interview, Sejani said Chiluba was tutoring President Banda in the art of deceit and statecraft.
"Rupiah Banda is under full tutorage from this man called Frederick Chiluba. That is why I am not surprised that all the tactics, the manoeuvres, the engineering, the behaviours, the pronouncements of Rupiah Banda are exactly a replica of what Chiluba was doing during the third term [campaign]," Sejani said.
"We must be very concerned as Zambians that Chiluba still has unfinished business in this country; the business that he wanted to come and complete if he were given a third term [of office] but Zambians united in opposition to Chiluba's third term and we defeated that diabolical attempt. But clearly now it appears as if an opportunity, according to Chiluba, has presented itself to complete his third term under Rupiah Banda."
Sejani said the newly found friendship between President Banda and Chiluba was ominous for Zambia.
"It means that what he [Chiluba] could not achieve using [the late president] Levy Mwanawasa, who we initially opposed because we thought that he was going to be used by Frederick Chiluba to complete his third term but Levy Mwanawasa acquitted himself very well and distanced himself from whatever Chiluba wanted to do to Zambia," Sejani said. "But in Rupiah Banda, Frederick Chiluba has found what he wanted to turn Mwanawasa into if he had succeeded in his scheme. So it is a very ominous relationship that spells bad things to come to Zambia."
He described the relationship between President Banda and Chiluba as unholy.
"Definitely Chiluba is scheming to achieve his ill-feted third term and if we do not stand up as Zambians and God forbids if Rupiah Banda were to come back in 2011, our worst fears, our united fight to stop Frederick Chiluba to go for a third term would have been in vain because he will have achieved what he wanted," Sejani said. "Chiluba will be able to achieve what he wanted if we allow this friendship to blossom. If we allow Rupiah Banda and Chiluba's friendship to blossom, this country will pay dearly in terms of governance and development. So for me, I think there is something unholy. This alliance is unholy and not good for Zambia.
"It's up to Zambians who fought so gallantly to stop Chiluba in his tracks [in 2001] to once again stand up and make sure that this does not result in what Chiluba wants. We have to check this unholy alliance; it's not good for Zambia," he said.
"I have no doubt that Chiluba is almost running the country and Rupiah Banda is convinced that he can still use these tactics that Frederick Chiluba used in the past but he is not aware that with his [Chiluba's] engineering, we were able stop Chiluba."
However, Sejani said Chiluba would not deceive Zambians.
"If we were determined in 2001, we are more determined now because a lot of wrong things that happened under Chiluba's government have been exposed. We are more determined to ensure that Chiluba does not realise his third term through his proxy Rupiah Banda," said Sejani.
