‘Increase parly’s role in budget’

PARLIAMENT’s involvement in the formulation of the national budget should be increased if development programmes are to be effectively implemented.

This was said by Mrs Rosa Dube a consultant with the Southern Africa Parliamentary Support Trust during a presentation on the Public Finance Management Bill to a joint sitting of the Public Accounts committee and the Budget, Finance and Investment Promotion committee yesterday.

"There is need to spell out the role of portfolio committees. The Bill does not capture the role of parliamentarians, the influencing of the process isn’t there.

"This is where the development orientation of the budget comes in. It is very crucial that the budget formulation be set out clearly because they are the ones on the ground," she said.

Mrs Dube added it was important to involve parliamentarians since they were the people’s representatives.
