‘Zim’s audit to create conducive working environment’

THE inclusive government in Zimbabwe has rolled out a civil service audit aimed at weeding out ghost workers who are said to be in excess of 10,000. Public service minister Professor Eliphas Mukonoweshuro said the audit being carried out by his ministry would create a conducive working environment for all civil servants.

Prof Mukonoweshuro said the public service census was a follow-up to a pilot project that had been undertaken by the ministry at the end of last month.

“We want to ensure a life cycle for every civil servant up to his retirement,” Prof Mukonoweshuro said. “The exercise will end in December and we do not want to leave anything to chance. Any person whose name is not captured during the exercise will be removed as our process of capturing every civil servant is very accurate.”

Enumerators have already been deployed to all provincial centres to audit the country’s civil servants.
The audit comes amidst reports that 13,000 youths were last year employed as ward officers under the Ministry of Development, Indigenisation and Empowerment in unclear circumstances.

The MDC, which formed the inclusive government with ZANU-PF in February last year, has often accused ZANU-PF of abusing the recruitment procedures by recruiting its functionaries under the Public Service Commission.

“We are carrying this audit because the primary responsibility and resource of the government is not about money but the people who work for the government,” said Prof Mukonoweshuro.
