DESIGNING and implementing programmes like the Social Cash Transfer Scheme needs a multi-sectoral approach, says Eastern Province minister Isaac Banda.
Speaking when British Minister of International Development Stephen O’Brien paid a courtesy call on him yesterday, Banda said targeting and delivering mechanisms have been a challenge to the scheme but that the beauty about it was that the community was fully involved.
Banda said the general feeling was that cash transfers were affordable compared to other programmes.
He said the Chipata and Katete schemes had presented challenging experiences.
Banda said the province was aware that developing countries and the international community were increasingly recognising the value of social transfers in achieving the Millennium Development Goals.
And O’Brien, who is accompanied by British High Commissioner to Zambia Tom Carter, said he was impressed to see what was happening on the ground and meet the beneficiaries of the scheme.
He said he was pleased to have been sent by the British government to share experiences with Zambia.
