Cop tells court Kapoko had intent to defraud

AN arresting officer has told the Lusaka Magistrates’ Court that former Ministry of Health human resource officer Henry Kapoko issued two cheques of over K100 million with intent to defraud.

In this case, Kapoko is jointly charged with Abel Katongo (head of procurement), Anthony Mwila (procurement specialist), Justine Phiri (internal auditor), Zukas Kaoma (principal accountant), Royd Onde, Christopher Mayenge, Norbert Peleti (assistant director of administration) and Fred Chileshe (Best Home Lodge operations manager) for theft of K1.9 billion which was meant for the supply of extra 50,000 mother-baby kits by Kahekam Limited.

During cross-examination by Kapoko’s lawyer Kelvin Bwalya before magistrate Kenneth Mulife, assistant superintendent Paul Sapaulo, 40, of Chelstone Police Camp said Kapoko signed the two cheques in question with intent to defraud.

He said Chileshe attempted to supply some quantities of mother-baby-kits but was turned down because he did not meet the ministry’s specifications.

Sapaulo, however, said he was not aware that Chileshe’s failure to supply the mother-baby-kits was due to packaging.

He also said he was not aware that Kahekam Limited had mother-baby-kits in their storeroom.

Sapaulo said he arrested Chileshe because there was a K100 million which was paid to him by Kahekam Limited.

“He Fred Chileshe also cashed cheques on behalf of Kahekam Limited,” said Sapaulo.
