JCTR urges government to tighten controls

JCTR says there is need for government to tighten controls to avoid misuse of resources meant for various projects for the successful implementation of the 2012 budget.

In an interview, Jesuit Center for Theological Reflection (JCTR) director Fr Leonard Chiti, who described the budget as progressive, said the government had a responsibility to ensure that resources were applied on the intended projects if the objectives outlined in the budget are to be achieved.

Fr Chiti said the country had witnessed a lot of misapplication and misappropriation of resources under the previous government which led to an imbalance between the money released for various projects and actual projects completed in a given financial year.

"…There must be a debt resource monetary system exercise where we go to the ground to the grassroots to see whether the monies are eventually reaching the people," he said.

Fr Chiti said the JCTR had worked out a system to track and follow up on the disbursement and application of funds by allocated in the budget by the government through the yellow book and that it would not hesitate to query government on cases of misuse of public resources.

"Government has a duty to ensure that resources that are meant for public good effectively reach the public through deserving sectors of our society," Fr Chiti said.

He also noted that there was need for the government to ensure that any new contraction of both external and domestic loans were subjected to scrutiny.

"First and foremost, we must be prepared in terms of ascertaining what the need is before a loan is acquired so that it does not go beyond the limit of their sustainability," said Fr Chiti.

"We must borrow for the right reasons and ensure that the money is going to the intended projects."
