MUCHINGA Province minister Malozo Sichone says there is need to transform the civil service in the country, saying their attitude towards works is worrisome. In an interview, Sichone said there was too much of doing nothing and talking than action in the civil service.

"The civil service needs to be transformed. There are documents which take so long to be processed, whereas everyone accuses bureaucracy but I disagree with this because it is just the ability of the people that are within the process that determine how the work is done," he said.

"My plea to the civil servants is that they are not just working to give a service to the people and earn themselves a salary; their service is divine. Once people perceive their work as something beyond works, we are going to have a well-transformed civil service."

Sichone said the current civil service in the country had the capacity and was well educated but that it was the pace at which they did things was was worrisome.

He said if the civil servants were unable to change, there would be need to sit down and develop a strategy.

And Sichone said the operationalisation of the whole provincial establishment was expected to be done mid next year and about 700 jobs would be created.

Sichone said the ministry of finance had authorised his provincial administration to employ.

"We will be fully operational by March next year because by then we would have constructed the offices and a few more houses. Ours has been a bit tough because we are starting from the scratch," he said.

Sichone also assured the nation that the process of employing would be as transparent as possible.

"We are not going to allow any underhand methods to be used in getting these jobs and we are just new in office so we are trying to develop our own systems; that's why it's taking a bit long," he said.

And Sichone disclosed that adverts for consultants who would help with the city planning and designing would soon run and that funds for the exercise had already been released.
