Police arrest acting Mongu Town Clerk

ACTING Mongu town clerk Sishumba Mulowa has been arrested by the government joint investigative team in the Western Province together with other Senanga Council officials for theft of public funds amounting to K120 million kwacha.

According to the provincial Task Force on Corruption chairperson Fanuel Siandenge,
Sishumba had been charged with three other Senanga Council officials over the theft that occured at the time he was Senanga council secretary.

"The government joint investigations team Task Force on Corruption for Western Province jointly arrested and charged four 4 senior council officials of Senanga District Council and former Senanga council secretary, who is currently acting town clerk for Mongu Municipal Council Mr. Sishumba Mulowa," Siandenge stated in a press release yesterday.

Siandenge, who is also provincial police commissioner, stated that in the first case, the provincial probe team jointly and arrested and charged Mulowa, Senanga Council treasurer Gideon Kanyenge, Council director of works Lubinda Mwanamwambwa and Council planning officer Betty Liswaniso for theft of public servant.

"The four 4 were charged for two 2 counts of theft by public servant involving K60, 000, 000. It is alleged that between 25/03/10 and 20/09/10, the four 4 did withdraw K60, 000, 000 from the CAIP Community Access Improvement Programmee account, which is a Danish-funded community project, and shared the money amongst themselves," Siandenge stated further.

Siandenge also stated that Senanga acting council secretary Mwitumwa Polota was in the second case jointly charged and arrested together with Liswaniso, Kanyenge and Mwanamwambwa for theft of another K60 million.

"The four 4 were jointly charged for two 2 counts of theft by public servant involving sixty-million kwacha K60, 000, 000. It is alleged that between 28/03/2012 and 30/03/2012, the four 4 did withdraw K60, 000, 000 from the CAIP account which they later shared amongst themselves," Siandenge stated. "All the officials are on police bond and will appear in court on Friday 14th September, 2012."
