SHAKAFUSWA is maturing, Vice-President Rupiah Banda has said.
Winding up the budget debate when Parliament adjourned sine die on Thursday night, Vice-President Banda said finance deputy minister Jonas Shakafuswa was now more accommodating to the opposition.

He said whenever Shakafuswa stood to debate, the opposition members of parliament were waiting to hear whether he would attack them from the right or left.

Vice-President Banda said Shakafuswa was now talking about Zambia as a nation for everyone and that the country should be developed by all the people.

"Like Rooney (Wayne), a player for Manchester United, he (Shakafuswa) is maturing," Vice-President Banda said.

Earlier Shakafuswa urged members of parliament to create opportunities where they could contribute to employment creation in their areas.

Shakafuswa said Zambians should be innovative and become employers to reduce the over-dependence on government. He further said people should work hard for whatever they wanted to achieve and avoid making shortcuts in life. "Other people are not enjoying to see me flying a flagging," he said. "If you want to do that, you should work hard to fly a flag. What I am basically saying is that we should not use shortcuts to get what we want."

He further said the ministers' offices were open to opposition members of parliament to offer solutions on the issue of the Constitution. Shakafuswa said there was need to work together and avoid fighting and politicking against each other.

Mufulira Patriotic Front (PF) member of parliament Marjory Masiye said the ministers and opposition members of parliament should understand their roles to minimise conflict with each other.

Masiye said government should understand that the opposition political parties also meant well in a democratic dispensation.

Sinda United Democratic Alliance (UDA) member of parliament Levy Ngoma said the greatest challenge for government now was the enactment of a new constitution.

Ngoma said there was need to correct the entire governance system of the country through the enactment of a new constitution. He said government should not be arrogant to people's calls for the enactment of a new constitution.

Ngoma said President Mwanawasa and MMD should not think they had the monopoly of knowledge on the constitution.

He said even the civil society and the opposition should not think they had the monopoly of knowledge but that they should work together in order to arrive at a consensus over the Constitution.
