There is no transparency in CDF management – AVAP

THE Anti-Voter Apathy Project (AVAP) has observed that there is no transparency in the management of Constituency Development Funds (CDF) in most constituencies.
AVAP programmes officer Richwell Mulwani said the CDF had not addressed real issues in relation to poverty reduction.

"AVAP has embarked on establishing constituency assessment committees (CACs) in Petauke, Chipata, Mansa, and Mwense districts, the committees are established with the financial support of MS Zambia. AVAP has taken note that the CDF has not addressed real issues in relation to poverty reduction,” Mulwani said.

He said there was fear that the funds might be abused by politicians who had an upper hand as they aspired to retain their parliamentary seats in 2011 elections.

"AVAP has seen that there is no transparency in the manner the CDF has been managed; there is fear that the K650 million that will be allocated may only benefit political cadres if there is no monitoring by independent groups. It is for this reason that AVAP has established four CACs in Petauke central and Luangeni, the CAC is comprising of credible people from civil society organisations who are competent enough to track the expenditures of the CDF," Mulwani said.

He urged communities to be vigilant on projects financed by CDF. Mulwani urged the government to provide safe and clean drinking water at Nsenya Basic School in chief Nyamphande's area in Petauke where people were alleged to be sharing drinking water with animals. Mulwani said the school that is located in Msanzala Constituency faced a serious water problem.
