JUSTICE Annel Silungwe has assured Zambians that the first draft constitution will be ready by the end of March.
In an interview, justice Silungwe, who is chairperson of the technical committee on the Constitution, said the committee was working around the clock ensuring that all the concerns were addressed.
"We are considering the working document and we hope to accomplish our task by 31st March 2012 when we expect to come up with the first draft constitution. Our people are working very hard; they are working flat-out; they have very few time to sleep and they are doing very well. I hope that we achieve our objective which we have set for ourselves in the programme of work. I don't anticipate any further extension at all," he said.
Justice Silungwe said there was no need to speculate about the outcome of the constitution-making process.
"People can speculate. There is no question of incorporating other issues other than the issues that we have been discussed before. We are just fine-tuning them," he said.
Asked about the total budget allocated for the constitution making process, Justice Silungwe refused to disclose the figures and referred queries to the accountant.
"Some money has being given to us and we are using that money, but the government is working on the budget…that we have been assured. I don't know; we have an accountant who deals with budgetary issues. All that I can tell you is that we do have some money which we are using. We are going to need a lot of money when the first draft constitution is ready because we need to publicise it and transcribe it into Braille, large print CD-Rom, as well as CDs, audio CDs for the purposes of the visually-impaired citizens," said justice Silungwe.
